The Trump administration plans to manage the sale of tens of millions of barrels of oil from Venezuela and oversee where the money flows, Secretary of State Marco Rubio told a Senate hearing Wednesday, adding that the revenue would initially be spent on basic government services such as policing and health care, subject to oversight from Washington.
