It’s the kind of story that could only come from the Sunshine State.
Police in Central Florida were called to a private compound in Kissimmee – just outside Orlando – on Thursday, January 22, to deal with a partially clothed man who allegedly exposed himself outside a neighbor’s home.
Police were also informed that the exposed man had “engaged in a sexual act with a vacuum cleaner,” a statement on the arrest of Kevin Dale Westerholdwho faces a charge of exposure of sexual organs.
The Osceola County Sheriff’s Office received a bizarre call about a man exposing his private parts and rushed to the Windsor Hills Resort complex. But the 51-year-old suspect put them to sleep, having already left the scene.
However, the press release states that “the victims [who] “a cell phone recording” that allegedly showed “a man, partially clothed, in front of a residence, engaging in a sexual performance with a vacuum cleaner.”
Police did not provide further information about the alleged sexual performances.
But of course, the story doesn’t end there.
Police later learned that the Florida man and his wife lived in a home within the private complex and also operated an Airbnb at a separate residence nearby, according to a statement from investigators.
Detectives began investigating the disturbing situation and discovered that a complaint had been filed on January 21 “regarding a man walking naked down a common hallway.”
Police then reviewed doorbell camera footage of the alleged incident and officers began canvassing the area looking for the man in the video.
Police spoke with other residents in the subdivision, who “provided statements of similar behavior by the suspect” being naked or partially clothed near other homes, the release said.
The previous incidents had been reported, but to the homeowners’ association in December, not to police, the release said. Additional doorbell camera footage was eventually obtained by investigators which confirmed the various allegations made against Westerhold.
An arrest warrant has been issued for Westerhold, who was arrested in Oviedo on Tuesday, January 27. He was released following his arrest and will appear for a court hearing next month.

Information about his attorney was not available Thursday, January 29.
Investigators said they would like to know if anyone else had contact with the suspect exposing himself to them or if they are aware of any other incidents, contact the Osceola County Sheriff’s Office at (407) 348-1100.
In Florida, it is illegal to expose or exhibit sexual organs in a public place or private place in a vulgar or indecent manner. The law does not criminalize simple nudity but targets exhibitions deemed obscene or offensive.
Exposure of sexual organs is a crime. Accidental exposure or exposure without any lewd intent may not meet the legal threshold for a criminal charge. The law is classified as a first-degree misdemeanor and those found guilty could be sentenced to one year in jail, one year of probation and a fine of up to $1,000.
A second violation of the law can result in a felony charge, punishable by up to five years in prison, five years of probation and a $5,000 fine.
